About the Staff

The Inspector General is appointed by the Governor. The staff of the Office of Inspector General serves at the pleasure of the Inspector General.

In addition to the Inspector General, the Office of Inspector General is comprised of Deputy Inspectors and an Executive Assistant.

BIOGRAPHIES:

Elizabeth Pequeno Archer, Esq.,C.I.G. - Inspector General
Mrs. Archer is originally from Winter Park, Florida.

Mrs. Archer was officially sworn in as Georgia's State Inspector General by Governor Sonny Perdue on August 3, 2006, after serving as Interim Inspector General since April of 2006.  As Inspector General, she directs the Office responsible for investigating allegations of fraud, corruption, misconduct and abuse in the Executive Branch of state government.  From August 2003 to August of 2005, Mrs. Archer served as both Legal Counsel and Director of Investigations with the Office of the State Inspector General.

Mrs. Archer, a Certified Inspector General, currently serves as a member of the Board of the Association of Inspectors General.  She also serves as Secretary of the Georgia Hispanic Bar Association, and is a graduate of Leadership Georgia Class of 2009.

 Mrs. Archer began her public service as an Assistant Public Defender with the Third Judicial Circuit Public Defender's Office in Lake City, Florida from September 1994 to December 1996 in the misdemeanor and juvenile division.

She also served as a Senior Trial Attorney with the Fulton County Public Defender's from January 1997 to July 2003, handling Felony cases.

Mrs. Archer received her bachelor's degree in anthropology from Rollins College and her law degree from Mercer University.


Deborah Wallace, C.I.G., C.I.G.I. - Deputy Inspector General
Ms. Wallace is originally from Athens, Tennessee.

Ms. Wallace holds a M.S. Degree from Troy State University and a B.S. with honors from Chaminade University. A graduate of the Federal Law Enforcement Training Center and a number of other investigative training and managerial courses, she has nearly 20 years of combined federal and state government experience.  Ms. Wallace is a Certified Inspector General after completing a program of study with the Association of Inspectors General - Inspectors General Institute.  A retired Lieutenant Commander, she is also a 20-year veteran of the U.S. Navy.

Prior to joining our office, Ms. Wallace worked as an Internal Affairs Investigator and Program Manager for the Tennessee Department of Corrections.  Her professional experience includes working as a Criminal Investigator with the U.S. Naval Criminal Investigative Service, Compensation Investigator with the U.S. Army Criminal Investigative Division, and Security Specialist with the U.S. Department of Energy.  Ms. Wallace has been with the office since May 2003.


Kisa Danielle Pangburn, Esq. - Deputy Inspector General, Legal Counsel
Ms. Pangburn was born in Columbia, South Carolina and was raised as an "Army brat."

Ms. Pangburn began her legal career as a legal advisor to Lonnie Johnson of Johnson Research and Development Co., Inc., inventor of the Super Soaker water gun.

From 1999 to 2006, Ms. Pangburn worked in Cobb County Georgia where she served as a judicial law clerk in Magistrate Court in the drug court division from 1999 to 2001. She then served as an Assistant Solicitor General from 2001 to 2006 under Cobb County Solicitor General Barry Morgan, where she prosecuted misdemeanors.

Ms. Pangburn served as Legal Services Specialist for the Georgia Department of Transportation for one year before joining the Office of the State Inspector General in May 2007.

Ms. Pangburn received her Bachelors degree in Secondary English Education from Hampton University and her law degree from Georgia State University.


Bill Donaldson, CFE - Deputy Inspector General
Mr. Donaldson is originally from Twin City, Georgia.

Mr. Donaldson received his Bachelors of Business Administration in Accounting and his Masters of Accounting degrees from Georgia Southern University. He minored in fraud examination and completed an emphasis in forensic accounting with his Bachelors and Masters degrees, respectively.  Mr. Donaldson also serves as a member of the Forensic Accounting Advisory Board of the School of Accountancy at Georgia Southern University. 

Mr. Donaldson is a Certified Fraud Examiner (CFE) with years of experience in fraud investigations ranging from financial statement fraud to employee embezzlement.  Additionally, he has received specific training in interviews and interrogations, expert witnessing, and a variety of other topics related to the anti-fraud profession.

Prior to joining the Office of the State Inspector General in September 2009, Mr. Donaldson worked in the Special Investigations Unit of the Georgia Department of Audits and Accounts.  He also previously worked for KPMG's forensic/advisory services division where he specialized in forensic accounting and fraud investigations.

Mr. Donaldson began his career with Forensic Solutions, LLC, a professional service firm specializing in fraud detection, investigation and prevention consulting services.  In 2007, he became a managing member of Forensic Solutions and currently serves in this capacity. 


Lydia Rooks - Executive Assistant
Ms. Rooks is a Georgia native and currently resides in Gay, Georgia.

Ms. Rooks has over 20 years of experience in the legal assistant/secretarial field.  She attended West Georgia College and obtained her Paralegal Certification from Floyd College of Rome in 1989. Prior to joining the Office of the State Inspector General, Ms. Rooks worked in various capacities with numerous private law firms, the Georgia Court of Appeals, and the Georgia Attorney General's Office.
