The Inspector General is appointed by the Governor. The staff of the Office of Inspector General serves at the pleasure of the Inspector General.
In addition to the Inspector General, the Office of Inspector General is comprised of Deputy Inspectors and an Executive Assistant.

Elizabeth Pequeno Archer, Esq. - Inspector General
Mrs. Archer is originally from Winter Park, Florida.
Mrs. Archer was officially sworn in as Georgia's State Inspector General by Governor Sonny Perdue on August 3, 2006, having previously served as Interim Inspector General since April of 2006. As Inspector General, Mrs. Archer directs the Office responsible for investigating allegations of fraud, corruption, misconduct and abuse in State government.
From August 2003 to August of 2005, Mrs. Archer served as Legal Counsel with the Office of State Inspector General where she was Director of Investigations.
Mrs. Archer began her public service as an Assistant Public Defender with the Third Judicial Circuit Public Defender's Office in Lake City, Florida from September 1994 to December 1996 in the misdemeanor and juvenile division.
She also served as a Senior Trial Attorney with the Fulton County Public Defender's from January 1997 to July 2003, handling Felony cases.
Mrs. Archer received her bachelor's degree in anthropology from Rollins College and her law degree from Mercer University.
Deborah Wallace Copeland - Deputy Inspector General
Mrs. Copeland is originally from Athens, Tennessee. She holds a M.S. Degree from Troy State University and a B.S. with honors from Chaminade University. A graduate of the Federal Law Enforcement Training Center and a number of other investigative training and managerial courses, she has 17 years of combined federal and state government experience. A retired Lieutenant Commander, she is also a 20 year veteran of the U.S. Navy.
Mrs. Copeland's professional experience includes working as a Criminal Investigator with the U.S. Naval Criminal Investigative Service, Compensation Investigator with the U.S. Army Criminal Investigative Division, and Security Specialist with the U.S. Department of Energy. Prior to joining our office, she worked as an Internal Affairs Investigator and Program Manager for the Tennessee Department of Corrections.
Mrs. Copeland has been with the office since May of 2003.
James Philip Walker - Deputy Inspector General
Mr. Walker was born and raised in Atlanta, Georgia. He holds a B.S. Degree from Georgia State University. Mr. Walker began his career with the United States Marine Corps and was subsequently commissioned into the U.S. Army Reserves where he served 22 years and retired as a Lieutenant Colonel. He served in various positions including Army Inspector General (Major). During his tour, he was responsible for conducting investigations pursuant to violations of Army regulations within the brigade to which he was assigned.
From 1970 to 1974, Mr. Walker served as an Atlanta Police Officer with the City of Atlanta Police Department, and later became a Sworn Court Official with the City of Atlanta Court System. From 1974 to 1979, he was employed as a Chief Investigator with the Federal Public Defender's Office for the Northern District of Georgia.
For the next 24 years, Mr. Walker was a Senior Special Agent with the United States Department of Labor, Office of Inspector General. He was assigned to the Office of Labor Racketeering and Fraud Investigations. Mr. Walker retired from the Federal Government in January of 2003.
Mr. Walker has been with the office since April of 2003.
Kisa Danielle Pangburn, Esq - Deputy Inspector General, Legal Counsel
Ms. Pangburn was born in Columbia, South Carolina and was raised as an "Army brat."
Ms. Pangburn began her legal career as a legal advisor to Lonnie Johnson of Johnson Research and Development Co., Inc., inventor of the Super Soaker water gun.
From 1999 to 2006, Ms. Pangburn worked in Cobb County Georgia where she served as a judicial law clerk in Magistrate Court in the drug court division from 1999 to 2001. She then served as an Assistant Solicitor General from 2001 to 2006 under Cobb County Solicitor General Barry Morgan, where she prosecuted misdemeanors.
Ms. Pangburn served as Legal Services Specialist for the Georgia Department of Transportation for one year before joining the Office of the State Inspector General in May of 2007.
Ms. Pangburn received her Bachelors degree in Secondary English Education from Hampton University and her law degree from Georgia State University.
Betty Joiner- Executive Assistant
Ms. Joiner was born and raised in Atlanta, Georgia.
Ms. Joiner has over 30 years of state service experience in the secretarial/office management field. She attended West Georgia College and has completed numerous professional training courses and career classes in the areas of public service and office procedure. Ms. Joiner has worked in various capacities with the Office of Planning and Budget, Department of Education, Georgia Institute of Technology and Department of Human Resources.
Ms. Joiner has been with the office since March of 2003.
